Tata Kelola Perlindungan Pekerja Migran Indonesia melalui One Channel System: Studi Kerja Sama Indonesia–Arab Saudi

This study aims to analyze the governance of Indonesian Migrant Worker (PMI) protection through the One Channel System (OCS) as a form of bilateral cooperation between Indonesia and Saudi Arabia in the employment sector. The OCS is a placement mechanism designed to improve legality, transparency, and protection for Indonesian migrant workers, particularly domestic workers. However, its implementation still faces various challenges that affect the effectiveness of worker protection. This research employs a descriptive qualitative method with data collection techniques through literature studies and interviews. The analysis is conducted using governance concepts and bilateral relations theory to understand how intergovernmental coordination, regulations, and cooperation mechanisms are implemented within the OCS framework. The findings reveal that the OCS has significant potential to strengthen the governance of migrant worker placement in a safer, more legal, and structured manner. The system also provides opportunities to enhance legal protection, improve recruitment supervision, and reinforce cooperation between the Indonesian and Saudi Arabian governments. Nevertheless, several challenges remain, including the persistence of undocumented migrant workers, weak supervision of recruitment agencies, imbalance between labor demand and supply, and differences in regulations and protection mechanisms between the two countries. Therefore, stronger governance is needed through improved inter-agency coordination, optimized supervision, and strengthened bilateral commitments to ensure that the implementation of the OCS can provide maximum protection for Indonesian migrant workers.
